No.
Due to the number of passenger seats in the vehicles the driver must have a D1 category on their driving licence.
If you passed your test before 1 January 1997 you may well have the D1 category automatically on your licence. If not, then you will need to take a test to have D1 added to your driving licence.
Please see www.gov.uk/driving-licence-categories.Minibuses
All children must travel in rear seats (any seats behind the driver) if a child car seat or an adult seat belt isn't fitted.
Children aged 3 or older must:

Ultra Low Emission Zone (ULEZ)
Our vehicles meet the ULEZ emissions standards
You do not need to pay a daily ULEZ charge to drive in the zone, and are helping to improve air quality across London.
However, if you enter the Congestion Charge (CC) zone during its operating time you will need to pay that daily charge to drive in central London.
